Add water and cook for 5 min. Chop and add broccoli, cook for 5-10 more min. Add 3/4 of the milk, soup cubes, Worcestershire sauce, salt and pepper, heat to boiling. Don't add the flour at this point to prevent it from burning when it comes to a boil. Whisk 1/4 of the milk and the flour in a bowl. Stir into the soup until thickened. It seems to work better to put everything in the instant pot instead of doing the multiple steps, if using soy milk. It still gets a bit burnt, but not as much. Note: original recipe also had cheese. Note: original recipe had Worcestershire sauce. I replaced it with maple syrup and more salt.
